Annotation

The article inquires into the normative-legal base of the regulation of general education in the Russian Federation and estimates its efficiency. It also includes a comparison of the Russian school legislation with legislations of a number of foreign countries (France, etc.). The author analyses the basic forms of legislation systematization and determines the possibility of their application to systematizing the Russian education legislation.

Natural monopolies are structure-forming components of the Russian economy. Public regulation of particular kinds of activity in gas, oil, and electric-power industries composing the fuel and energy complex remains an important factor providing the country's economic stability.
The article analyses forms and methods of administrative-legal regulation in the given sphere as well as inquires into the legal foundations of price regulation of the activity of natural monopolies' subjects.

Annotation

The budget reform currently carried out in Russia occupies a particular place in the sequence of state-legal transformations. The creation of a stable budget system is an important condition for raising the efficiency and transparency of public finance management, providing positive structural changes in the economy and social sphere and, finally, improving the quality of people's life. In an effort to do so, an order of introducing temporary financial administration in the subjects of the Russian Federation is being currently established. This novelty of the Russian budget legislation is the subject of S.V.Kovpak's article.
