The budget reform currently carried out in Russia occupies a particular place in the sequence of state-legal transformations. The creation of a stable budget system is an important condition for raising the efficiency and transparency of public finance management, providing positive structural changes in the economy and social sphere and, finally, improving the quality of people's life. In an effort to do so, an order of introducing temporary financial administration in the subjects of the Russian Federation is being currently established. This novelty of the Russian budget legislation is the subject of S.V.Kovpak's article. |
